Policy Reminder: Post-Submission Material for Applications Submitted to NIH, AHRQ, and NIOSH

NOT-OD-17-066 updates and replaces the previous NIH, AHRQ, and NIOSH policy regarding post-submission materials for applications submitted for due dates on or after September 25, 2017. The new policy expands upon the previous guidance to now include citations of issued patents as allowable post-submission material.

Please remember that post-submission materials are those submitted after submission of the grant application but prior to initial peer review. Post-submission material is not intended to correct errors or oversights discovered after submission of an application; rather, this material allows applicants the opportunity to respond to “unforeseen events.” OSP would like to stress that copies or citations of pre-prints do not qualify as unanticipated events and cannot be submitted as post-submission material.

Post-submission material (other than citations) must be submitted as a PDF attachment. Upon receipt of this information, the SRO will upload accepted materials into the official electronic grant file maintained within eRA Commons. To access this information, the PD/PI can visit the “Additions for Review” section of his/her application.

Post-submission material must be received by the Scientific Review Officer (SRO) no later than thirty (30) calendar days prior to the peer review meeting. Information submitted after this deadline will not be considered unless specifically allowed in the FOA or special guide notice.

To be eligible to submit post-submission material, applicants must secure concurrence from VUMC’s Authorized Organizational Representative: OSP. Although post-submission material may originate from the PD/PI, contact PD/PI, or organizational officials, it is the AOR who must either send the materials directly to the SRO or send his/her concurrence to the PD/PI, who will then forward the materials and concurrence to the SRO. Please note that communication directly from the PD/PI to the SRO that merely copies AOR will not be accepted.

For specific details regarding allowable post-submission materials, please consult the published policy. Additional resources can be found on NIH’s FAQ website.

As always, please contact your OSP specialist with any questions or concerns.
